Mr. Kamal Saxena

Kamal Saksena is a distinguished retired Indian Police Service (IPS) officer of the Uttar Pradesh cadre, 1988 batch with over three decades of experience in public administration, law enforcement, vigilance, and governance. A graduate in Chemical Engineering from IIT Kanpur, he has held several senior leadership positions and played a key role in driving institutional reforms, public safety initiatives, and citizen-centric governance.

Career Highlights

• Director General of Police, Vigilance (UPPCL): Led internal vigilance operations and established a functional structure with Power Police Stations across all districts of Uttar Pradesh, while strengthening enforcement mechanisms.
• Secretary (Home), UP (2012-17): Managed critical law and order responsibilities, security operations, and supervised key state initiatives focused on the safety and welfare of women, children, and vulnerable communities.
• Served in 11 districts as SSP and 3 Police Ranges, leading major law enforcement and administrative operations.
• Played a pivotal role in combating human trafficking and contributed to the development of an effective Victim Compensation Scheme.
